According to Article 158, paragraph 5 of the Law on Planning and Construction, along with the application for issuing an occupancy permit, a geodetic work report for underground installations created by an authorized geodetic organization must be submitted among other things. The geodetic work report for underground installations consists of a set of interrelated documents that closely describe the characteristics of the lines, their position, height, and length.

The responsibility of the project manager is to engage an authorized geodetic organization during construction to create an Observation Project and then ensure periodic observations aimed at monitoring the settlement of the building. The purpose of creating the Project and subsequent observations is to ensure the uninterrupted and reliable use of the building. In addition, this document is essential in the process of obtaining an occupancy permit in accordance with the Law on Planning and Construction ("Official Gazette of RS," no. 72/2009, 81/2009 - correction, 64/2010 - Constitutional Court decision, 24/2011, 121/2012, 42/2013 - Constitutional Court decision, 50/2013 - Constitutional Court decision, 98/2013 - Constitutional Court decision, 132/2014, 145/2014, 83/2018, 31/2019, 37/2019 – as amended, 9/2020, 52/2021, and 62/2023), the Rulebook on content and manner of technical inspection of structures, composition of the commission, content of proposed decision of the commission regarding the usability of the structure, surveillance of soil and the structure during construction and use, and minimum guarantee periods for different types of structures (Official Gazette of RS no. 27/2015, 29/2016, and 78/2019), and the Rulebook on technical norms, work methods in the preparation of technical documentation for performing geodetic works in engineering-technical fields (Official Gazette of RS no. 59/2002).
