The railway track Niš - Dimitrovgrad was classified as one of the most important international main railway tracks of Europe (E 70) according to the AGC Agreement of 1985, and as one of the key lines for international combined transport according to the AGTC Agreement of 1991. The Conference of Ministers of Transport in Helsinki in 1997 included the Niš - Dimitrovgrad - Sofia railway line in the Priority Pan-European Corridor Xc, and the Southeast Europe High-Speed Rail Group under UIC in Priority Axis 2: Vienna - Budapest - Belgrade - Niš - Sofia - Istanbul - Ankara. According to the SEECP Agreement, this railway line is also part of the priority routes of Southeast Europe.
Within the network of the most significant railways in Southeast Europe, the Niš - Dimitrovgrad railway, along with a shorter section at the Bulgarian-Turkish border, represents the only non-electrified railway with the lowest level of signaling, safety, and telecommunication systems, and is part of the smaller section of this international mainline that is single-track.
A decision has been made to elevate the quality of the existing railway during the medium-term modernization period. The railway is planned to be renovated, electrified, equipped with modern signaling, safety, and telecommunication devices, and capable of handling combined transport. This will significantly enhance service levels and increase the railway's competitiveness compared to road transport within the corridor and against alternative railway routes in Southeast Europe.
